REGULARCOUNCIL MEETING NOVEMBER 1, 2010
The Waelder City Council met for their regular monthly meeting on November 1, 2010 at 7:00 p.m. at Waelder City Hall. Those present were Mike Harris, Robert Tovar, Dora Ramirez, Annie Jackson and Becky Ayala. Mayor Roy Tovar did preside.
The meeting was called to order and a quorum was established.
A motion was made by Mike Harris to approve the minutes with a second by Becky Ayala. The vote was unanimous and the motion was passed,
A motion was made by Mike Harris to approve the payment of the bills with a second Robert Tovar. The vote was unanimous and the motion was passed.
A motion was made by Mike Harris to approve the financial report with a second by Dora Ramirez. The vote was unanimous and the motion was passed.
Open Forum: Larry Stamps: I just want to let everyone know that since I am the police chief of the town, I want to make sure, I do my job and try and keep the peace. I know there may be some tempers that flair, or people may get upset or something, but they have a law on the books that disrupting a meeting is against the law, so you say what you want but we can't have an arguing and fighting, or stuff like that. That's all I really wanted to say, Thank You. Diana Olmos: Good Evening everyone, I would just like to take a couple of minutes of your time please. It's in regards to the ad I saw in the newspaper, the one that is to you will be hiring someone new for the city and I would just like for you all to really please try and consider that your employees you have on staff now, would probably greatly appreciate the opportunity to be moved up, I know you all have on there that you need someone with 8 years experience, take into consideration if this were you wouldn't you want an opportunity to move up in the latter and that's all I'm asking. I mean no personal opinions or nothing, it's just that I have an employee, I'm an employee and I have a boss and I would always want to know that I have an opportunity for growth and to move up in the latter. And this 8 years experience yet that you put in the newspaper, yeah 8 years is good to have, but there gonna have 8 years coming from somewhere else, not here locally. And that's something to take into consideration as well and maybe you should ask the person that is charge of that department as to, if they have a recommendation and if not for
you all as the city council, as a group to take into consideration, treat you own employees the way you would want your own employer to treat you and to have the opportunity to move up because you could always hire someone to start at the bottom level and move their
way up as everyone else. You have a good staff her; I mean give them the opportunity to move up. Thank You. Avery Williams: I was gonna speak. Good evening, I actually have a problem with the chain of command, for the City of Waelder. That's where I have a problem. In that what I want to do is point out is that it's not council member's job to take care of day of day operations. Day to day operations are handled from the mayor and then it comes down to me. I need council to quit assigning these jobs to people, you shouldn't have, there's no need for council members to say anything to any employee that's working. That's not ya'll job ya'll shouldn't be doing it and we getting all, what happens when you do that, if one of the guys is doing something and you come and say "Well, I want you to do something" well there gonna go and do that, well you just blew that chain of command completely up, completely. We had some things happen last week that, uh shouldn't of happened and I'm praying that it don't happen again. Cause there is nobody that should be assigning guys jobs or taking guys away from jobs. That's already been approved to do, we not the City of San Antonio, we do not have an electrical dep. That only do electrical and water that only do water. Everybody helps everybody else out. When council then puts a wrench in that, it a problem! A big problem! What it does is (Councilman Robert Tovar: We have to sign a work order. Don't we?) Avery Williams: Yes, and anything that ya'll need done it has to go through Roy; it has to go through Roy. If Roy don't send it down the chain, it's not happening, basically that's what I'm saying it's not gonna happen. If Roy has to send it to us and if it don't go that way, it's just not gonna happen, plain and simple and uh, save some feelings on both sides, that's what's gonna happen from now on. If we have to hear it from Roy, cause we've been doing whatever you ask, no problem. But it's getting to point where council wants to run day to day operation and it needs to stop! And it should have never happened #1, but it definitely needs to stop. And it's a big problem, it's a big problem, it basically took the little morale that we had, it didn't drive it into the toilet, it drove all the way to Australia, it's bad, it's bad when guys hate to come to work, you know that not the way it should be and all it is, is just people doing stuff they not supposed to do and I'd hate to see it continue, it needs to stop and I mean, if you need to know something on it, Attorney General sends the book out, every time somebody gets elected, he sends that book out, telling you what your job is and I just need ya'll to back off, back off completely on the employees.
A motion was made by Mike Harris to hook the lift station utility meter into the city (property is grandfather) and disconnect from the 211 N. Ave H resident meter, with a second by Robert Tovar. The vote was unanimous and the motion was passed.
A motion was made by Mike Harris to approve Francisca Rodriguez Cedillo mobile home permit with a second by Robert Tovar. The vote was unanimous and the motion was passed.
A motion was made by Mike Harris to waive the fees to the Waelder Chambers of Commerce Event at the park for the December 11, 2010 with a second by Robert Tovar.
Victoria Mica spoke to the Council about the Community Center for the Thanksgiving Dinner and a street light at the El Centro Cristiano location.
Mayor Tovar will get the electric department to put a street light around the area El Centro Cristiano. The City has certain guidelines on donations that they have to follow and will need to speak to their city attorney for the Community Wide Thanksgiving Dinner.
A motion was made by Mike Harris to approve a Resolution authorizing the City to award contracts for professional Project Management Services for projects funded under the 2010 (PY) Energy Efficiency & Conservation Block Grant Program (EECBG) funded by the State Energy Conservation Office (SECO) with a second by Dora Ramirez. The vote was unanimous and the motion was passed.
A motion was made by Robert Tovar to approve a Resolution authorizing the City to award contracts for professional Project Management and Project Engineering Services for projects funded under the 2011/2012(PY) Texas Community Development Block Grant Program (TxCDBG) funded by the Texas Department of Rural Community Affairs (TDRA) with a second by Dora Ramirez. The vote was unanimous and the motion was passed.
A motion was made by Mike Harris to approve the "adjusted tax levy" 2010 Original Tax Roll totals for the City of Waelder as per Section 26.09(e) of the Texas Property Code, with a second by Robert Tovar. The vote was unanimous and the motion was passed.
A motion was made by Mike Harris to adopt the Flood Damage Prevention Ordinance Insurance Rate Map and the adoption of revise Flood Study and Flood Insurance Rate Map-accepting the changes for Gonzales County, Gonzales, Texas with a second by Dora Ramirez. The vote was unanimous and the motion was passed.
The Council convened to Executive Session at 7:20 p.m. according to Texas Government Code 551.074: Personnel Matters: (a) Hiring – Police Personnel – Police Department (b) Review Applications for 1st Class Lineman
The Council reconvened to Open Session at 7:50 p.m.
A motion was made by Becky Ayala with a second Annie Jackson to hire (2) two Reserves and (1) one Full-time Police Officer. (b) No Action –still accepting application for 1st Class Lineman. The vote was unanimous and the motion was passed.
A motion was made by Mike Harris to table Item#17 and #18 with a second by Robert Tovar. The vote was unanimous and the motion was passed.
A motion was made by Dora Ramirez to adjourn with a second by Becky Ayala. The vote was unanimous and the motion was passed.
